After 32 years as a buisness agent and civil rights representative for the Operating Engineers, Walter Bennett created "Guard 41" to continue his advocacy for minority participation in the construction industry.
In his quest to advocate civil rights, Walter gained a reputation as a leader and mediator assuring the labor force as well as the contractors were in compliance with municipal, state, and federal, mandates. Because of his diligence as a leader in equality, Walter was able to
negotiate opportunities for contractors seeking to obtain contracts that required minority participation. He has been awarded these prestigious titles, 2011 NAACP Civic Leader & Community Organizer Award for his service as the President of the Bucks County NAACP, NAACP Pioneer of the Year in 2016, as well as Bayard Rustin & A Philip Randolph Outstanding Activist Award also in 2016.
